Paedophile To Be Chemically Castrated After New Sex Offenders Law Is Introduced
A paedophile from Kazakhstan is going to be chemically castrated following the introduction of a new sex offenders law earlier this year.
A new law came into force as of January 1, 2018, permitting chemical castration as a punishment for paedophiles.
An unnamed man, from the region of Turkestan, will be given an injection supervised by Kazakhstan's health ministry.
He will be the first person in the country to receive this punishment, with Turkestan becoming the first region of the country to carry out chemical castration.
Kazakhstan President Nursultan Nazarbayev has allocated £20,500 for 2,000 injections on those who have committed child sex attacks.
According to BNEWS KZ, Vice Minister of Healthcare Lyazzat Aktayeva said:
From January 1 2018, the order of the Ministry of Healthcare on the use and rules to use chemical castration has entered into force.
Accordingly, it can be applied by a court decision. Funds are already allocated from the rebulican budget. As of today, one application for the use chemical castration by a court decision has already been received.
According to the Astana Times, the Ministry of Internal Affairs Administrative Police juvenile police department head, Asset Ospanov, has claimed paedophiles have a 70 per cent relapse rate.
This new law applies to those over the age of 18 years old, with the intention of preventing sexual assault crimes against minors.
The procedure itself will be administered within prisons or health care organisations to offenders who have been sentenced to other forms of punishment. In Kazakhstan, sex crimes against children may also result in prison sentences of up to 20 years.
Senator Byrganym Aitimova has said the castration would be 'temporary', involving a 'one-time injection' based upon 'the necessity of preventing the man from [committing] sexual violence', The Mirror reports.
Cyproterone – a steroidal anti-androgen created for treating cancer – will reportedly be used.
Unlike surgical castration, undergoing chemical castration will not stop an offender from experiencing sexual urges indefinitely, and some have raised concerns this procedure may not prevent future attacks.
