{UAH} A CAUTION TO LT.GEN. HENRY TUMUKUNDE

l was amazed with what l read in Red Pepper of Friday October 12th 2018
where a former minister for security Lt. Gen. Henry Tumukunde was
quoted as saying that he was surprised to have been sacked in a one
man's cabinet reshuffle.
According to him, in the reshuffle some time back this year, he was
the only minister that was sacked. He wondered why.
He was speaking at her daughter's kuhinbgira to the Kaliisa family of
Ntungamo that was held at Bujuuko, in Mawokota North, Mpigi district,
where he is one of the big Mailo land owners.
Tumukunde is not the only man that was sacked in government, alone.
Med Kaggwa was done the same in late nineties and he is now
Chairperson Uganda Human Rights Commission, after serving two terms as
East Africa Legislative Assembly member.
Dr. Ondoa was done the same when she was minister of Health. Moreover
she was a blue eyed girl of the first lady.
Tumukunde's sacking was over due as he killed popular intelligence
network he had inherited from his predecessors. Many of these were war
veterans and NRM mobilizers.
As a disciplined man, and officer, lawyer by profession, and former
ISO Director General, CMI , 4th Division Commander UPDF, he should
have been more disciplined
Her has now jumped on Maj, Gwen. Mugisha Muntu band wagon ,despite
their differences in mid nineties in Ntingsamo that led to black
listing of Muntu and sackingh him as an Army Commander.
The likes of Tmukunde think that they are the natural leaders and
successors of President Museveni.
They forget that President Yoweri Museveni is for ll of us, Opposition
and Government.
We shall vote President Museveni next time with or without Gen.Tumukunde .
They should remember right and wrong fora. Gen. Tumwine also talks to
o much. He will be taken seriously.
Last, please bring back popular intelligence network.
Tumukunde has been a blue eyed person who was the first military
Attache at our Uganda High Commission in London in 1986, but was
forced to return in mid nineties over accountability matters. He is
remembered to have bought votes in Rubabo to go to C.A. every thing is
on NRC Hansards. Ask Prof. Mondo Kagonyera.
Then he was rewarded after 2001 campaign, with being CMI and later
Director General ISO, but he was walkaways fighting with Noble Mayombo
and Elly Kayaja respectively, who were his deputies. Then as Division
Commander 4th Division, he abandoned the soldiers and many died in the
hands of LRA rebels under Joseph Kony and it was James Kaziini that
rescued the situation.
When he came to security minister, he did away with all the stuff he
inherited from the previous ministers, including Balaki Kirya, Kahinda
Otafiire, Muluuli Mukasa, Betty Aketch, Mary Karooro Okurut, and
brought in his own people some relatives, friends and in laws,
including tea boys and tea girls.
That marked the end of popular intelligence network that was manned by
Luwero war veterans.
Worse still he brought in UPCs, as one of his trusted aides, that have
all along been fighting President Museveni from within.
Unfortunately Gen. Elly Tumnwine inherited them, and he seems not to
have capacity to reverse the situation.
So the likes of Tumukunde should keep quiet otherwise the nation is
not happy with them. We are only soft because in one way or another
they are related to the first family. But they should not take our
softness for granted.
Now they portray themselves as natural successors to President
Museveni. Uganda is a republic, not a monarchy, an aristocracy or an
oligarchy. It is multi religious and multi ethnic and the President
and NRM are aware of that mixed grill and hence the 30 years and over
where Obote and Amin and UPC failed.
