{UAH} ON RADIO STAR AND SALAM TV TONIGHT
REGIONAL MINISTERS BE ABOLISHED
Fellow countrymen, tomorrow October 9th, we shall be cerebrating 56th
anniversary of regaining our independence.
We should remember that prior to 1890-193/94 seris of agreements
signed by Kabaka Daniel Basammula Mwanga ll and Capt. Fredrick Lugard,
Sir Gerald Portral and others, we were independent. However the
independence we lost then was regained in 1962.
National Celebrations shall be at Kasasa Primary School, Kyotera
District, Kingdom of Buganda along Masaka-Bukoba Highway.
As we have been analysing in the independence week, an FDC official
Warid Lubega has called for the abolition of the office of RDC citing
many reasons. On the contrary, l have talked about the evolution of
the office from Secretary General in the early post independence
period to where it is now, initially as Senior Government Officer, and
later as a political officer. RDCs should not only be political, but
be integrated into public service so that they are promoted or demoted
accordingly, other than announcing their appointments and dismissals
on radio.
i also recalled that during Constituent Assembly debate, some
federalists like Prof. Apllo Nsibambi wanted them, abolished once the
country goes federal, but even after decentralization, some like Gen.
David Sejusa wanted them to be regional other than district.
In my view, now that we have also regional state minsters for the
North, Luwero Triangle, Karamoja, Teso, and Bunyoro, it is high time
we abolished regional ministers and implement regional governments
under regional premiers, regional executive committees and regional
assemblies, democratically elected with a quarter of
traditional/cultural representation where such institutions exist, in
accordance with the provisions of 1995 Constitution as amended in
2005.
Eventually, we may not need RDCs and deputy RDCs.
With the will of God, l shall be on Radio Star FM, Sekanyolya
Gwangamujje program moderated by Jackson Kisubi. Others on the panel
of the journalists shall be Barabas Yiga Matovu, Secretary Greater
Luwero Development Foundation.
Then from 11.00 pm to 12.00 midnight, l shall be on Akafubo program on
Salaam TV, with Walid Lubega from FDC, moderated by Twaha Mukiibi of
NBS. Stay tuned.
