SHOULD WE HAVE A SENATE?
In the African Tradition, Buganda Lukiiko is bi-camel; Olukiiko lw'abataka (Council of Clan leaders) under Ssaabataka who is the Kabaka, and Olukiiko lwa Buganda (Buganda's Regional Assembly) under Katikkiro (Prime Minister).
So a bi camel parliament is justifiable if the lower house is reduced to only two MPs a male and a female for every district, and two senators; a male and a female for every region, sub region or zone.
Federalism or devolution of power to regions should also be considered so that regional assemblies like Buganda Lukiiko are democratically elected.
