{UAH} PRESIDENT ENDORSES HAJI YUNUS KAKANDE BUT PATRICK OCHIALAP UNDERMINES THE PRESIDENCY

Sources from Office of the President of the Republic of Uganda
indicate that the fountain of honour has endorsed Haji Yunus kakande,
the outgoing Under Secretary in charge of Administration and Finance,
Office of the President, to be promoted to Secretary Office of the
President or Permanent Secretary Office of the President.
Haji Kkande, a long time experienced administrator from Office of the
President who startet in Luwero Triangle is a scandal free
administrator with all the riches of the experience.
However a source said, Raphael Ochan is blocking it in favor of
Patrick Ochilap, Deputy Secretary to Treasury.
Raphael Ochan, who was at one time Permanent Secretary, Ministry of
Foreign Affairs, is said to be jealousy of many and at one time a
uggandan diplomat in foreign service at our embassy in China stormed
his office and boxed him, for fabricating malicious allegation that he
raped a woman.
Ochan, a staunch Roman Catholic form St. Mary's College Buddo, and a
conservative Roman Catholic with a DP background where he was groomed
by the liked of Tiberio Atwoma Okeny and Andreww Adimola, has a
personal hatred on Muslims like Haji Kakaknde. Worse still, Kkande is
an NRM cadre and Ochan, an Opposition sympathizer hates him over that.
Ochan is also a tribalist that is why he fabricated malice against
Onyukol, an Itesot, and the latter chose to physically wresstle him
don which he successfully did.
Much later, Onyukol was cleared of the malicious allegations.
Kakande is , according to observes, adds value to regional and
religious balance in the Office of the President, and who is Raphael
Ochan to sabotage it.
The President has not yet pronounced himself on the matter but sources
say that the Haji has given up coming to office since he handed over
the previous office, and has been reporting as he waits the new
appointment.
