{UAH} Why is it so hard for Africans to visit other African countries?

African countries were meant to scrap visa requirements for fellow Africans by 2018 but this hasn't happened.
In fact, South Africa accepts citizens of only 15 African nations without a visa, but 28 different European nationalities can visit freely
