Universal Health Care and Universal Child Benefit are the legacies of the post war Clement Attlee Labour government, whichchanged the UK into a welfare state.. The NHS is still pretty much intact- infact is regarded as the biggest achievement socialists bequethed to the world- and stands out after 70 years as the best system of health care in the world, a shining example copied by many developed countries in various shapes and forms.. But Universal child benefit is now being attacked because of the potential to be abused, as here. Any parent living legally in the UK has a right to claim Universal Child Benefit for his child, even if the child does not live in the UK, just as any child born in the UK is entitled to child benefit. This is paid up to the age of 17. Child Benefit is not a lot of money, but for a child living in Africa, £75 ($160) per month seems like a lot of money- if I am right, it  can maintain a whole family in Uganda rather than just a child. many Ugandans send their children back home, in part because they know they will get Child benefit to help care for them there.

A Romanian divorcee is set to keep her British child benefits despite having never lived in the UK.

Mihaela Cornienco will continue to receive £150-a-month from the UK Government following a ruling by a judge in Romania.

The mother-of-two was sent the payments by her ex-husband Bogdan, 45, who worked as a hygiene inspector in Leeds.

He has been receiving child support for eight years but his current whereabouts are unknown.

However a judge has ruled that Ms Cornienco should still receive the payments, as under EU law the children remain family members of the father, who lives in the UK.

Speaking from her home in Focsani to The Sun, teacher Ms Cornienco said: 'I won my case to get the benefits but I'm still not sure I'm getting all the money I deserve.

'My ex husband has worked in the UK for more than eight years, earning around £1,500-a-month, but he resigned from his old job and now no one knows where he is.

'But I still think he is claiming more than he is sending back.'
