Could this tragedy have been avoided, if the refs and team managers had called off the match during due to torrential rains? 

Busia region, like Tororo district, is prone to lightninging strikes from November to Febraury. So, sports acitvities should be planned outside any downfalls. 

But again, lightining can strike anytime, anywhere.
