For me it really doesn't matter whether Besigye brutalised people in Rukungiri or not during the 1996 campaigns. But the whole thing is a lie.To the best of knowledge based on records, in 1996, Besigye was not part of any task force (be it of Museveni or any other person).

The truth is that by 1996, the fall out between Museveni and Besigye was almost complete.
In a neighbouring country where I was running a kasmall Intel Desk on Uganda, our assessment was: we are just waiting who will attack first. Besigye fired the first shot and the rest as they say is now history.
