Is Peter Otai son of Peter Otai former Minister of State for Defence under Obote ll and chief of Uganda People's Army rebels that terrorized North Eastern Uganda? Maj. Gen. Matayo Kyaligonza was the one that finished them off as Brigade Commander Eastern and later Division Commander Third Division.
