KAYIBANDA MUSEVENI IS A RWANDAN CITIZEN- DECLARES HIS OWN MINISTER. Museveni is one of the millions of refugees Uganda has protected but who have abused the generosity and compassion of the Ugandan people by turning our country into killing fields, criss-crossed by rivers of blood. Museveni's mother, a victim of gang rape, fled the civil war in Rwanda and took with her to a Tanzanian refugee camp a young baby Museveni who was born of that rape. There she met another Rwandan refugee by the name Kaguta and got into a relationship with him. Kaguta was an itinerant herdsman, and after a while, he decided to move his new family to Uganda to a new refugee camp that President Obote had opened to accommodate thousands of Rwandan Tutsi refugees who were fleeing civil war in their own country. Kayibanda lived with his parents in the Rwandan refugee camp in western Uganda until he was a teenager and was adopted by a local parochial politician Mr Byanyima, removed from the refugee camp and sent to school. At Independence in 1962, every person who was legally resident in Uganda became a Ugandan citizen. This covered most Rwandan refugees, but only so long as they were officially registered as refugees.. There is no record that Mr Kaguta ever registered himself or his newly adopted son Museveni as refugees. In fact it is clear he did not do so, either through ignorance or choice because taking Ugandan citizenship would have meant revoking his Rwandan nationality. Many foreigners, including Ugandan Asians, also refused to take Ugandan citizenship, because the Constitution of Uganda then did not allow for dual nationality, so they preferred to be British subjects, rather than Ugandan citizens. The Independence grant of citizenship therefore did not apply to kaguta and his family, including Kayibanda because they were never officially registered as refugees. In any case, even if Museveni was registered as a refugee by virtue of which he duly acquired Ugandan citizenship, we would seek to annul the citizenship on account of his treason, mercenary and gun-running activities, his long career of organised criminality and offending, his presence being a threat to public peace and security, and his presence not being conducive to the public good.
