The Philippines Has 10 Dollar Billionaires,, compared to Uganda which has only one, the Rwandan outlaw  Kayibanda Museveni who is reputed to have salted away $12 billion dollars, now hidden in foreign off-shore accounts,  from his occupation of Uganda, and  the pillage of DR Congo and related mercenary, gun for hire and human trafficking activities in the Great Lakes region.
