Uganda should move away from a unitary form of government that is
abused by current governments to a confederation. But since we are one
country we need laws that will governor municipalities, metropolitan
areas and provinces (amassaza)
In my view given NRM generated corruption 1986- to date and as the
case was between 1980- 1986 (obote II) – corruption is rife with
paternalistic. Within the confederations there should develop a system
that will check the powers of confederations.
