PROF. NSIBAMBI GOT ME SOME WORK
I first came to know him in 1991 he had published a book advising
students how to get admitted at Makerere university and it was
published by one rotary club at a function at Speke Hotel. It was
launched by the then Minister of Education Nuwe Amanya Mushega. l was
a reporter with Ngabo/The Star newspapers and he personally ensured
that l got something to eat. He advised Mushega to donate his book to
Luwero Triangle, since by then, he did not have a constituency. But
Mushega said that he would donate itr to Kadogo school in Mbarara.
We interacted in subsequent years as he was Minister for Political
Affairs and Human Rights on Ssaabataka Supreme Council and Chief
Negotiator over EBYAFFE with Central Government whose Chief Negotiator
was Gen. Elly Tumwine.
When Uganda Newspaper Editors and proprietors Association started a
talk show , Face the Press on UTV, where l featured occasionally
thanks to my editor Drake Simwogerere Sekeba, Nsibambi was regular on
the show representing Conservative Party. Apart from Mayanja Nkangi of
1980 elections, no other person articulated monarchism and federalism
like Nsibambi. Of course Ken Lukyamuzi is the third.
In C.A. , on secondment of the Kabka, Nsibambi was a presidential
nominee and after failing to get a kingdom since Uganda had become a
republic in 1967, he accepted an institution of a traditional leader,
and after failing narrowly to get a federal form of government, he
accepted decentralization based at the district but called for
abolition of the CGR now RDC.
Gen. David Sejusa wanted an RDC to be regional other than district.
As a Prime Minister, Nsibambi directed the then Minister of Lands,
Housing and Urban Development Daniel Omara Atubo to hire me
temporarily for Luganda translations of all land legal and media
matters,in appreciation for what l was doing for NRM Government. It is
a few ministers that could appreciate that way. The Permanent
Secretary Gabinda Musoke and the Registrar of Titles Sarah Kulata and
PRO Mr. Obbo all obeyed the directive with a passion as they were
personally known to me. However, when Nsibambi , Atrubo and Gabindadde
left the ministry, it stopped abruptly.
Nsibambi could invite me to his office or home and we talked about
Buganda issues and he was ever with jokes saying that when one is
circumcised, like Muslims do, they become sexual maniac.
In one of the meetings with Lands ministry staff, Sarah Kulata came
late as he had some pain in the leg. Nsibambi was not happy and told
her point blank that "Do you know that l have taken sometime without
sex, but l don;t expose my suffering and bitterness but l do my work
normally?" l and Atubo could not laugh because we were used to his
jokes, but Kulata apologized.
Nsibambi, also, at the invitation of my home coiunty MP, Sam Kutesa
who is also Foreign Minister, was a chief guest at Ssembabule SSS in
the year 2000.
His predecessor Kntu Musoke had been a chief guest at Kyattulo Church
of Uganda Primary School agin upon invitation of Hon. Sam Kutesa.
Vice President Specioza Wandira Kazibwe, when still Minister for
Gender, was a chief guest at our home Nnambiriiz Primary School in
1994.
Nsibambi had a good working relationship with the then Vice President
Gilbert Bukenya, Speaker Edward Ssekandi and Deputy Speaker Rebeca
Kadaga.
Before he could make a statement on the floor of parliament, his aides
had to first distribute copies to the media, so you could not misquote
him.
Nsibambi also told me , that as a way of sexual equality, he believed
in, he would be succeeded by one of his daughters but not by any of
his nephews.
