{UAH} Brig Abel Kandiho, Col Kaka Bagyenda Further Placed on Assassination List

Uganda's Chief of Military Intelligence Brig Abel Kandiho (CMI) and Director General Internal Security Organization (ISO) have once again resurfaced on assassination list for the neigbouring Rwanda with two million dollar price tag placed on their heads. This website has learnt.
According to security source from this neigbouring country, the two have been put on the same price tag put on Rwandan opposition politician also former army chief Gen Faustin Kayumba Nyamwasa currently in exile in South Africa.
"The assassination tag on Gen Kayumba Nyamwasa was $ 2 million (US dollars) and now increased any amount as long as the assassination is done, the same tag price placed on Gen Abel Kandiho and Mzee Col Kaka Bagyenda". A source intimated.
This source further narrated that Kandiho and Kaka are considered by Kigali as obstacles and too patriotic to compromised by Rwandan security agents to perform their illegal activities in Uganda including kidnapping and conducting assassinations for those perceived to be anti-Kigali establishment.
"For the past two years, these incorruptible patriotic Ugandan officers have become a stumbling block in DMI operations within Uganda. They are always being insulted by DMI owned and managed tabloids and their lives in constant danger of being eliminated, but this haven't deterred them from performing their patriotic duties. Unlike previous CMI chiefs and ISO chiefs who accepted monetary advances from Kigali, thus turning into double agents".
He adds "Kandiho and Mzee Col Kaka Bagyenda have remained true to their oath of protecting citizens and Uganda against any form of terrorism, both coming from internal or external".
He further alleges that "For the past two years, the head of Uganda desk, Gen James Kabarebe with the aid of Gen Dan Munyuza have been coordinating this sanctioned hit against CMI and ISO supremo – Gen Abel Kandiho and Mzee Col Kaka Bagyenda, respectively".
"It is a J3 coordinated operation. We have to remember that J3 under the supervision of Gen James Kabarebe has coordinated very high profile assassinations including that of Col Patrick Karegeya (a story of another time), journalist Charles Ingabire". He asserts.
"In 2015, in Burundi, J3 network caused carnage in eliminating senior army and intelligence officers who were close to President Peter Nkurunziza, in different spectacular assassinations which are reminiscent of Hollywood action movie scripts". This source claims.
"Whatever happens to Brig Gen Abel Kandiho and Mzee Col Kaka Bagyenda, criminal Rwandan assassins are responsible. These are the same criminals who have perpetrated assassinations of highly Ugandan military personnel and great NRM cadres. For example, the assassination of Gen James Kazini, Gen Noble Mayombo, Col Sula Semakula, Maj Reuben Ikondere."
Last month, Uganda Foreign Affairs Minister Sam Kutesa told heads of missions accredited to Uganda that Rwandan security operatives have been entering the country without permission, a move that could have put the security of citizens at risk.
He was briefing the ambassadors on the on the current poor state of Uganda-Rwanda relations.
"A number of Rwandan security operatives have been entering Uganda without following laid down procedures governing the entry of security personnel into the country," Kutesa told diplomatic corps in a meeting. He, however, added that a number of them were apprehended and deported.
Kuteesa explained that Uganda has been a target and victim of terrorist attacks; including assassinations of Moslem Sheiks and senior government officials and that the government of Uganda takes seriously its duty and obligation to protect the security of its citizens and its borders.
He warned that "any local or foreign threats will continue to be dealt with decisively whenever and wherever they occur".
Kutesa however assured diplomats that the Ugandan government is convinced that the current hitch in the state bilateral relations between the two neighbors' will be resolved.
Rwanda government has always been accused of conducting assassinations across the world against members of the opposition.
The latest is the assassination of former President Paul Kagame's body guard Camir Nkurunziza who was gunned down in South Africa in a disguised car hijacking.
Rwanda is also on record of assassination of Col Patrick Karegeya the former Kagame's right hand man turned critic who had fled the country to South Africa.
Britain previously warned Rwandan opposition living in London to observe safety for their lives from suspected Rwandan operatives who were targeting opposition members in the country.
