{UAH} British vs Uganda Administrative Structures

Well this could be Japanese or Korean system to carry out government
and appended administrative chores. I am still confused why management
of the state has failed Africans?
The British system despite all what (pan-Africanist?) say about it
remains superior to Africans largesse with public offices. This should
be a shocker to NRM that is looking North Wards for a remedy after the
bush warrior's fanfare runs down NRM states and development projects.
How can the state marry the British system with typical Uganda/bush
warrior's village or local administrative structures?!
