Local Government Ministry - districts have no engineers, planners,
economists, biologist
Housing Ministry have never built a single house
Works and Transport with no works and transport to attend to!
Agriculture and fisheries is limping
Environment is allocates wetlands
Lands very corrupt and centre of land grabbing
Internal Affairs - corrupt and fail to arrest surging crime
Health medicine is stolen, no beds, and poor services
Museveni can't be everywhere and institution everywhere are dysfunctional!
