{UAH} Lukwago: Musisi left KCCA swimming in debts

Total Rubbish

Musisi Jennifer increased KCCA collection by over 1300% from about 20
billion to 560 billion per year. Money stuck in consolidated fund and
used by the government anyhow.

Taxis (Matutu ) for three years have not been paying city fees
amounting to over 150 billion!
But those moneys are privately being collected and where does the money go?!

Uganda is a very funny county.
