{UAH} UGANDA TELECOM MISMANAGEMENT: BUT HOW MANY GOV'T COMPANIES ARE REGISTERED UNDER MR. KASAIJA AS THE OWNER?
Clearly something is not right in what is going on in Uganda Telecom Limited, and the grounds within seem to have been knowingly set for unfettered theft by the hand of fraud lurking behind the scenes with total impunity.
The Deputy Attorney general says that he agrees with the advice of the auditor general that "it would not be prudent to commence audits on UTL since the administrator is looking for an investor for the company."
First of all, how will the administrator value the company and the shares to be sold to his investor if the company has not undergone an extensive audit that establishes its current total value?
Let us use common sense. In business which serious investor buys something that does not have a value established before hand?
Secondly, when the deputy attorney general goes on to add that "audits can be undertaken once the administration is concluded", it is like aiding and abetting obscurity for ongoing mismanagement, quashing any oversight, enabling the causing of financial loss to the taxpayer, and facilitating the administrator to walk scot-free from being held accountable for his day-to-day actions and decisions in any probable daily mismanagement of UTL under his watch.
One might also wonder why isn't the Minister of Finance exercising the powers granted to him by court to run the company as a sole shareholder? But then, like in the recent case of Uganda Airlines, why would any court grant UTL shares to an individual, Mr. Matia Kasaija, and not the Ministry he heads on behalf of the people of Uganda as a state institution?
We now have to ask how many more government companies and corporations are in Mr. Kasaija's name as the owner?
There seems to be immense probable incompetence and/or gross negligence in the work of the court, the Minister of Finance, and the State Minister who has clearly failed to argue her case professionally and as part of a government that exercises collective responsibility in its decision making processes.
There is also probable professional incompetence in the decision of the Speaker of parliament who neglected parliament's mandated oversight function, and incompetence in the advice of the Auditor General and Deputy Attorney General as to the realities of business investment, plus glaring nonsensical decisions indicating incompetence in the work of the UTL administrator, isn't it?
In conclusion, you can take people out of the village but clearly you cannot remove from all of them their fraudulent behavioral colloquialisms masquerading as professionalism and legal sense spoken in London's Oxford university english that even educated Ugandans fail to see through because of lack of inate critical thinking at birth despite immunization, when in reality it is all just broad daylight theft and corruption being assisted to take place at Uganda Telecom Limited (UTL) by agents of the state and representatives of the people.
