Woolwich the Ugandan town is having to deal with thugs and hooligans as never the before. The last time the Council and the police used its powers of dispersal and banning was almost 20 years ago to disperse or put under curfew Somali muslim refugees who had moved into the town in large numbers, giving rise to unprecedented fear, insecurity and criminality. The Somali muslims used to roam aimlessly around the town centre in large gangs, frightening the lives of ordinary citizens. The exercise of the power enabled the Council and the police to impose a 9PM- 6AM curfew on the muslim refugees, something never seen in the UK in peace time.The Council also used its dispersal power last week to ban Donald Trump from stepping foot in the town, citing fears that Trump is a thug whose presence in Woolwich would not be conducive to public peace, It is now using the same power to control local thugs,.
