{UAH} Helen's Law denies killers parole until they reveal where they hid victims' remains

SHOULD HELEN'S LAW. APPLY TO FELON KAYIBANDA MUSEVENI?: Should we introduce Helen's law in Uganda? This law denies killers any possibility of parole till they reveal where they hid the bodies of their victims. Uganda has had two so-called Presidents who murdered their wives- Idi Amin Dada who murdered his wife Kay Adroa in 1973. Dada chopped Kay's body into pieces, packed them in a suitcase, minus the baby foetus Kay was carrying as she was pregnant, which he took home with him to eat for his breakfast, and dumped the suitcase on the backstreets of Kampala, hoping the contents would be eaten by wild dogs or foxes, would never be found again, or if found, Kay would never be recognisable ( No DNA at the time). Not to be outdone Amin Dada, Kayibanda Museveni strangled to death his own wife Hope Kwaheru to death in Dar es Salaam in 1976 and made her body disappear from the face of the earth, never to be seem again. Idi Amin Dada cheated justice for the murder of Kay Adroa when he unceremoniously packed the bucket in the Saudi desert. But we are not going to allow Kayibanda to escape justice for the murder of Hope Kwaheru. In his case, we shall put him on trial. as soon as he surrenders to the fold of the law or is is captured. Should Helen's law apply to him after we sentence him to life imprisonment- knowing the Rwandan bastard will never reveal Kwaheru's hidden grave? Kayibanda has only two options: the first is hanging by the rope, and the second is life imprisonment with hard labour where he will spend remainder of his life in jail without any possibility of parole.
