THE PRESIDENT HAS A FREE HAND ON UPDF BUT NOT ON POLICE AND PRISONS
Under the Constitution of The Republic of Uganda, the President in his
capacity as Commander in Chief, is free to appoint, promote, demote
any officer or man/woman in UPDF as the UPDF act prescribes.
But in police, appointment of IGP and Deputy IGP and in Prisons,
appointing Commissioner General and Deputy Commissioner General, is
subject to approval of Parliament.
Subsequently, the President in his capacity as Commander In chief, may
not shuffle police and prisons officers the way he shuffles UPDF.
Yes shuffling was done by IGP in name of Commander In Chief. But the
insinuation as as if the President appointed.,
Under the Constitution, UPDF may reinforce police or vice versa and it
happens even else where like Israel, Egypt, Ethiopia even Kenya.
But it should be the IGP borrowing officers from UPDF or else where
but not the President appointing. Presidential appointments in police
and prisons force and service respectively, is subject to parliament's
approval.
