Unfortunately #Uganda elites don't understand Dr. #Besigye
Once again, gullible elite Ugandans are up in arms castigating the main opposition leader, Dr. Besigye for having suggested a national dialogue.
They have misunderstood him to the extent that they have narrowed it down to 'Besigye seeks talks with Museveni'. Some have gone to the extent of calling him names.
Dr. Besigye understands Museveni more than most Ugandans do. He understands more than we do that Museveni does not believe in dialogue with his political opponents thus he can not appeal to Museveni for dialogue.
In 1981 after the general elections, the top executive of Museveni's UPM met at Kintu Musoke's residence to forge a way forward. The other leaders rejected Museveni's call for waging a guerrilla war against
the UPC citing destruction of life and property.
Museveni stormed out of the meeting and the next time the UPM leaders heard that he had waged war. Thats why UPM has never been heard about.

Museveni, together with the Hima and Tutsi commanders opposed the motion but the other ethnic groups led by the late Sam Katabarwa - a Mwiru from Bushenyi were more vocal.
Museveni adjourned the meeting only to reconvene it a few hours later and simply announced that he
was appointing Sam Katabarwa to go and initiate talks with the UPC government.

He was supposed to contact UNLA's Capt. Namiti Kagata through Bidandi and Kintu Musoke. To cut the long story short, Katabarwa was killed and his body buried by the NRA in its area of control and of course Museveni's view took the day.

However, back in the bush the NRA fighters were demoralised fearing that they were to be incorporated into the UNLA. It was the Political Commissars like Otafiire and Mushega who took up the task of explaining to the fighters that the talks were just tactical.
In the late 1980s, Museveni had talks with rebel UPDA leader, Col. Angello Okello and a peace deal was signed at Pece Stadium. Shortly after Col. Angello was dead while some of his commanders were harrassed into rebellion that lasted 20 years before the LRA fighters relocated to CAR.
For Museveni to be sending out emissaries for talks with Dr. Besigye, it's because he is trying to play his usual tricks. He is trying to potray that he is a democrat and peace maker. He is trying to dissuade Dr. Besigye from the Defiance campaign more especially since use of force and repression is proving sucidal.

This does not apply to Dr. Besigye alone, even the said 'secret talks' with former Prime Minister, Amama Mbabazi is premised on the same deceptive
considerations. Like Dr. Besigye, Amama Mbabazi also knows Museveni better than most Ugandans and can't fall into any of Museveni's traps.

The regime is pretending to be sending out emissaries with an olive branch just for public relations and for purposes of undermining the
opposition leaders' credibility.
By accepting the dialogue, Dr. Besigye was only being diplomatic but at the same time the act of outlining five conditions which Museveni would obviously not honour, is enough testimony that the
whole dialogue saga is a hoax.
During the press conference he made it clear that "....we are in a situation where there is state capture.
Now the person who has captured the state, if he calls you to talk to him, what are you going to do to change that captivity even if you actually talk and agree on all kinds of things? How are you going to
ensure that they are implemented"?
During the same press conference, he announced the formation of a countrywide People's Government Network (PNG) as an initiative to empower his supporters for the renewed defiance campaign.
Now the person who has captured the state, if he calls you to talk to him, what are you going to do to change that captivity even if you actually talk and agree on all kinds of things? How are you going to

He made this remark "We are on the verge of change. I have never been as optimistic as I am today about change that is coming".
Why would a man who is seeing change at the corner beg for talks, a change for which he has made extra ordinary personal sacrifices!!!!
Maybe someone can answer this question that he paused: "You were all powerless over my detention yet you knew it was illegal. I was shouting but what could you do"?
Indeed we have let him down; whenever he initiates a defiant move we just shy away as he is brutally
arrested, illegally detained and his human rights grossly abused.

He went ahead to make a philosophical statement thus ".....if Museveni invites me for dialogue I wont go and that is because it is the same thing as if I invited him for dialogue; you would not expect
him to come".
Now, with such an assertion, how would one jump into conclusion that Besigye is seeking talks with Museveni!
It is the same elites who castigated the leader of the opposition, Winnie Kiiza for meeting Museveni but two days later when she made some strides at the ICC front, they are now applauding her.
If all goes well, Museveni may now have an opportunity to seek dialogue with his political opponents.
