MUSEVENI WON'T STOP PROVOKING KAGAME BECAUSE MAJORITY OF DMI AND RDF OFFICIALS ARE ON HIS PAYROLL SPYING FOR HIM. FEEDING HIM WITH UPDATED INTELLIGENCE REPORTS FROM KIGALI ADMINISTRATION.

Museveni undermines Kagame because he knows all his secrets and military strength through his spies in DMI and RDF.

Museveni's security arrests, tortures and imprisons many innocent Rwandan citizens suspecting them to be DMI Operatives, a move that has heightened tensions between the two countries.

These chief coordinators have networks of between 40 and 75 agents spread in all security organs in Kigali Administration.
