On a positive side - criminality in Uganda is a pointer to
socioeconomic transformation which is a good sign.
I had a visitor three months ago and asked me how the economy was
doing - I answered there is sufficient criminality. Being Europe, he
readily understood and his next question was how is government
creating vacancies.
That was our next conversation
