{UAH} kayibanda's cow hides

The scandal of Kayibanda's claim that he sold cow hides to China for $5.9 millionbegins to gather pace. where did Kayibanda get enough cows to supply hides woth $5.9 million when a hide is conservatively estimated to be worth $10? Where did Kayibanda get 5.9 million cows when a cesnsus etsablished that Uganda as a whole had 3 million cows? kayibanda himself has only 300 cows in his farm from which he supplied hides worth $5.9 million. 

It looks like the $5.9 million was just another bribe for something we yet don't know, simialr to the one he got together with his road runner Sam Kuteesa from a Chinese fixer at the UN.
