KIZZA BESIGYE: When you are talking about Reforms, it means you are reforming the law; how elections are organised; that elections are conducted according to the law; under the rule of law. Is there rule of law? My understanding is that there is no rule of law but rule by law.
If there is no rule of law, you can't talk about changing the law and if there is no rule of law, then how do we reform it?
When we talk about rule of law, we imply that the organs of the state are functional and act judiciously. Is our Judiciary independent? No it is not.
There is an attack of Parliament where we saw Gen. Museveni soldiers attacking MPs in Parliament. We that infamous letter from the Speaker of Parliament Rebecca Kadaga asking who invaded the Chambers of Parliament.
The attack on the media is another issue. The media is under constant attack. Is that the rule of law?
MUKASA MBIDDE: I think Col. Besigye is right. The Democratic Party doesn't look at the best elections in 2021. At least I have not looked at the resolution. Look at the character of the incumbent, the nature of the opposition and the nature of laws.
NJALA: 2021 anything to look at?
MUKASA MBIDDE: I think it takes one to be an illogical activist to look at 2021. Col. Besigye has been talking about it. The character of the incumbent is that we cannot have an election. We must look at forming government before the next elections.
KIZZA BESIGYE: You know Mr. Opondo has never been involved in any struggle for power, he is just a hangers on for those who hold power. Struggling for power is being outside power and fighting it to get, you only work for those who work for those with power. So listen to those who have fought and got power.
OFWONO OPONDO: But we are here (on NBS) fighting for power.
KIZZA BESIGYE: This Ofwono Opondo sees Mr. Museveni in State House but he does not know how Museveni got there. He went through very difficult situations like running through bushes, hiding and running out of the country.
Struggle doesn't succeed in one day. Power is not achieved in one day. You only fail if you stop struggling. What we should discuss is whether there is need for struggle. The struggle is on and because it has taken long, it doesn't mean it has failed
