{UAH} UK CONSTITUTIONAL CRISIS
Moses Mekyon/ Frank Mujabi,/ Edward pOjim
I attended a briefing yesterday at my Labour Party branch to be updated on the current constitutional crisis.
It is clear Boris Johnson will not back down on the hooligan pathway he has taken. As there is still a 7 day window of opportunity before his suspension of parliament kicks off, lasting 5 weeks, Parliament must take action before suspension starts. This is because, after the suspension expires, there will be just one week left to the 31st Deadline set by the EU. This would not be enough to pass any new legislation or to affect the Brexit deadline.
Parliament has two options:
1. To pass an emergency law that prevents a NO-DEAL BREXIT. This means Boris Johnson would be obliged to reach a deal, or ask for another extension from the EU.
This is an option that has a majority cross-party support.
2. To pass a MOTION OF NO CONFIDENCE. Jeremy Corbyn is likely to move this motion on Tuesday.
IMPONDERABLES.
First Option: New Law
I have already explained to Moses Nekyon that this process is very slow and antiquated. It goes as follows:
· Bill presented to parliament and debated and passed.
· Bill sent to the House Of Lords for amendments and debate.
· Bill sent back to the House of Commons, if no agreement, then the House can override the Lords by a required number of votes
· Bill passed into law.
You can see that doing all these in the space of just 7 days is almost impossible. There is also the likely possibility of a FILLIBUSTER in the House of Lords- this is when a member decides to talk forever, for two or even three days, preventing any vote from being taken.
Second Option: Vote of No Confidence.
There are enough votes to throw Boris Johnson out on Tuesday, unless the rebel Tories change their minds. This is quite possible, especially for those Tories who would rather have any conservative government rather than Jeremy Corbyn in power.
But even if a Vote of No Confidence is passed, the Queen can not ask another party to form a government because no party has got the numbers to form a stable government.
So either:
A) Across-party Caretaker Government led by old fogies Kenneth Clarke and Harriet Harman would rule for a limited period, take over the Brexit negotiations, and organise a new general elections-please note the final decision on Brexit would then be taken by the new government.
B) Boris Johnson as outgoing Prime Minister calls a new general election at a time of his own choosing. He will therefore try to choose this date in his selfish own interests.
