CARRY YOUR CROSS, M7 GOVT TELLS KAYIHURA

The M7 government has told ex-IGP Gen Kale Kayihura not to expect any protection against the US State Department that is determined to sanction him for illicit enrichment, torture and human rights violations of his era as IGP.

 The Deputy Attorney General Mwesigwa Rukutana says the US is a sovereign country whose decisions can't be reversed by M7 or anyone in his NRM government. 

He says if the Americans say they don't want Kayihura and his family in their country or any of their natual and legal citizens to trade with them, it's within their power and GoU can't intervene. 

In any case, Kayihura is being targeted personally and not as a government official. Police leadership equally says they aren't obliged to even issue a statement condemning the Americans because Kayihura has been accused as a person.

 Fred Enanga says they aren't prepared to get involved in fighting Kayihura's personal wars.  He says Police as an institution hasn't been accused anywhere and so they have better things to do than fight Kayihura's personal wars.

  Announced on Friday by US terrorism & financial intelligence Under Secretary, the US sanctions mean Kayihura, his wife Angela Umurisa Gabuka, son Kale Rudahigwa and daughter Tesi Uwibambe can never step in the US or anywhere in it's visa-issuing embassies for the rest of their lives.

 They also can't trade with any company or individual that is American. Whatever assets they might be owning in the US are to be confiscated without any compensation. Yet that isn't all. 

The sanctions extend to any company in which any of them owns 50%. There are fears Europe, a strong ally of the US, could follow suit and target Kayihura in the same way. Like it started in countries like Gaddafi's Libya and Mugabe's Zimbabwe, more Museveni government officials could be targeted. Kayihura, who is also accused of corruption and using his IGP position for illicit enrichment, has since responded saying he has better things to do than visit United States.
