This section applies to human remains—

(a)

that are being brought into, or taken out of, a country ; and

(b)

that are not goods.

(2)

The human remains must be entered as if they were goods being imported or exported (as the case may be).

So you see, Mugabe got imported into Zimbabwe as human cargo
