{UAH} Kagame’s Paranoia Drove Him To Reshuffle Military

General Paul Kagame is either arresting his generals or reshuffling them on a continuous basis. The latest reshuffle is as follows as of September 2, 2019:

1. Major General Emmanuel Bayingana — Airforce Chief of Staff.
2. Brig General Vincent Nyakarundi — Head of Defense Intelligence.
3. Col Andrew Nyamvumba — Head of Defense Research and Development.
