{UAH} Museveni, Uhuru in Moroto - Picture tells a story

Folks;
My attention is drawn to the attires in this picturesque photo: Only President Uhuru Kenyatta is dressed in light clothes. Everyone else is, pretty much, in thick overall, or heavy coats. And these are the military people.
Some please, do some 'splaining here.
