{UAH} NATIONAL DEMOCRACY AND REVOLUTION IN UGANDA: THELESSON OF HOIMA ELECTION DEBACLE.
NATIONAL DEMOCRACY AND REVOLUTION IN UGANDA: THE LESSON OF HOIMA-KAABONG BYE ELECTION DEBACLE.
George Okello, LL.M;M.Phil
Ugandans are learning the hard way, and are now slowly beginning to get round to the general line of struggle that the National Democratic Front has prescribed. People learn through experience and must be allowed to learn the lessons of life as they directly experience it. A revolution can never be hurried and is entirely dependent on both the subjective and the objective factors. These two must conjoin for any revolution to be successful.
The new argument for a National Democratic Renewal proposes a violent overthrow of the Rutabasirwa Kayibanda AKA Kaguta Museveni regime. The objective factors for the violent overthrow of this evil Rwandan imposed tyranny exist and have always existed, but the subjective conditions- especially our peoples mental consciousness has been lacking. We can not force this on the people, and therefore must be patient that continous positive engagement with the masses, explaining to them the causes of their suffering, and linking these to the neo-colonial arrangement imposed by global capital and in whose employ is the Rutabasirwa puppet regime who work as nyampara or enforcers of global capitalist greed.
OBJECTIVE FACTORS
What are the Objective Factors For Violent Overthrow Of Rubatasirwa Regime
There are three categories:
1. It is impossible for Rutabasirwa and the NRA militia and the comprador classes that support it to maintain their rule without any change; There is a deep fissure or crisis inside the regime, which is leading to a fissure or opening through which the discontent and indignation of the oppressed masses of Uganda can burst forth. For a revolution to take place, it is usually insufficient for oppressed suffering masses not to want to live in the old way; it is also necessary that the regime and its supporters and fellow travellers should be unable to live in the old way;
2. The suffering and oppression of all strata of Uganda society has now reached unprecedented levels. Poverty and corruption have become so entrenched and are hitting almost every sector of society except for the regime and its supporters.
3. Because of the above, there is a considerable increase in resistance and defiance activities as well as agitation throughout the country. Ugandans who previously uncomplainingly allowed themselves to be raped and robbed are now standing up to say enough is enough.
However, even the rise of a revolutionary situation in Uganda which favours armed struggle, does not guarantee a revolution will take place. The overthrow of the Rubatasirwa regime can only occur when a SUBJECTIVE CHANGE is present alongside the above mentioned OBJECTIVE CHANGES.
SUBJECTIVE FACTORS.
What are the Objective Factors For Violent Overthrow Of Rubatasirwa Regime
The first subjective factor is in the mental consciousness of the people. They must be prepared in their minds that they have reached the end of the road with the evil regime and are willing to make sacrifices. The oppressed people of Uganda must be able to take mass actions strong enough to overthrow the regime. The regime will never, even in a period of crisis, fall spontaneously. There is hatred and general revulsion of the regime by the masses, and this has given rise to a potentially a revolutionary situation, but to turn this fervour into a revolution that will overthrow the regime, the subjective factors must be ripe enough. In other words
a) there must be a correct leadership;
b) and the oppressed masses must have a sufficient level of political consciousness and organisation.
The above two are our URGENT TASKS and what we need to address immediately instead of wasting time on elections exercises organised by Rutabasirwa.
