There are three - four ways Uganda can solve its food surplus curse
1. Tax people out of villages (radical ! for 60% of produced food to
be domestically consumed)
2. Build more cities and reduce rural population (stringent community
housing laws).
3. Government has to come up with stringent measures on consumption of
unprocessed food stuff. (this will fail)
4. Build underground food storage facilities - as Denmark does. But
the state must be able to buy off surplus food stuff, process it or
buy from processors, store it , market it (create distribution centers
in; Dubai, China, London, Brussels, New York - this to succeed you
will have to involve Europeans and Indians (franchise) otherwise the
food will be rejected even if it is processed.
This will succeed United Arab Emirates grow and export rice from
Uganda.It can be applied to meats and vegetables bought from small
producers.
