beans and 1/2 litre milk)
(cassava sweet potatoes/banana, meat and 1/2 litre of
orange/passion/apple juice)

that could be distributed to schools a month in advance. It won't be
possible to massively steal this food when distribution is
centralised.

see logistic and transport and cold storage facilities, off grid
energy expanding.

how does African government think about Adam Smith divisions of labour
and economic growth?

Instead of giving youth money they can't pay back they can instead
then supply Nakasongola with fresh produce.
