{UAH} THIS WHY SOME PUBLIC FIGURES ARE NOT PUBLIC SERVANTS :
The statement by Yoweri Museveni to Ugandans that he is not their servant furnished his critics with some kind of ammunition with which to snipe at him ad nauseum but let's put that statement in context.
For those familiar with the NRA, the common view there was that they were not "bapakasi" and theirs was a mission not to do with the traditional "kipande", a little careerist nook in the bureaucracy to grow as a commissioner, then principal assistant secretary etc.
The endless exhortation was that revolutionaries are not recruited by the Public Service Commission. They are not processed through PSC interviews.
For example, at Makerere whilst some put the last dot on their exam scripts and trekked straight to the jungles, others marched to the Public Service Commission to attend interviews. The latter are the public servants. The former are Revolutionaries and are therefore NOT public servants. They are not bapakasi or pack asses looking for a 9 to 5 kipande!
The revolutionary's calling is of a higher and nobler order than that of a kipande seeker! The revolutionary undergoes the baptism of fire instead of sitting for a PSC interview. Revolutionaries are therefore not public servants! They are not hirelings. They are guardians of the collective will.
If you want to insult, really insult, a revolutionary, simply call him a public servant!
So, not a servant: precisely! No apologies.
