{UAH} UGANDA AS A STATE IS FUCKED AND FOR LIFE

There is something happening though rather slow and from a totally
different direction rather than systematic planning. With growing
insecurity and premeditated theft of public funds and property
everything is being computerised.

But there is need for systematic planning in all sectors.

There are smart guys doing this job but rather randomly.

These days you get your driving permit in < one hour, it is also
coming to passport. NSSF will handle your case in days instead of
months and can follow the process on your mobile phone.

In your sector, you are in business – Cities like Mbarara , Kabale,
Kampala are flooding with sewerage. Government and individuals need
innovations. The best chance as of now – start with moneyed
individuals.

There is a similar project if my friends in the UK get the funding, we
will try out with Sheffiled and Durham Universities on off -grid
utilities.

Off grid utilities is where you must stick- they are small, easy to
install, and small investment amounts.

What Mulindwa is writing, is about perception. Our people do not know
or have not seen what you have seen and has knowledge about. It is a
huge perception problem.

The physical problems are there and need solutions immediately.
Entebbe road was cut off yesterday as an entire section Lubowa - Zanna
flooded.

Simple problem that require somewhat complex design thinking.

Kabale is now flooding with Tourist and hotels most of the time are
fully booked - the sewer system is almost no existing.

One time I discovered that too much money was being stolen from one
university coffers- using my little background in coding I designed a
stand alone integrated (accounts, registry, examination departments)
information management system that automatically started at 08.00 a.m.
and switched of at 05.30 p.m.

For one smart accountant in the accounts department refused to
install it for a year. I neglected him since it gave time (two
semester 9 months) to study his activities remotely.

Since, the other two departments had been integrated – whenever he
dipped his dirty hands he was caught – and that was the lacking
evidence to bring his habits to an end.
