M7 asks for weapons from a  super power country insteady of technology that would develope the country to.industealistion..

Honestly...how many weapons does uganda have...do we still need more..

He appear to have less cash as he is now suggesting that his been paying in cash cash...now he would like to be given weapons then pay later. 

The question is Puttin is sensie enough he would ask him what he has used the weapons his been buying in cash cash where they have gone and who is controling them.

What is in M7 mind is weapons nothing else.
