Is it about driving the dictator out of power before 2021 or waiting to participate in an election farce in 2021? Which gets the bang for the buck?

On the one hand are the Besigyeans who assert that they have tried the election thing but it only enabled and legitimized the dictator. The only option left, they opine, are mass actions to stop the dictator on his tracks and abdicate---giving way to a national conversation to reconstitute the damaged country towards a new era.

On the other hand are the Bobiwiners who say they "got the power," and this time around they will overwhelm the ballot boxes and cruise Bobiwine to power to enable them to meet all their long pentup deprivations.

The dictator has the advantage of incumbency with all the accoutrements of power that wins 30% of the voting population without him uttering a word. Now you have to work with 70%. Give additional 15% to the dictator on account of briberies and intimidation. Now you are left with 55%, meanwhile the dictator has already bagged 45% before voting starts. Remember, his wo/men are the ones counting, tallying and releasing the results. Here is where voodoo rigging comes in, and will give him 10% to 15%.

By the numbers, the dictator against anybody will win by 55% to 60% in 2021.
