out bound 2.5 million passengers Entebbe express way will sustain the
capacity without high capacity vessels; buses and a tram system.

How people who stay in Kyengera, Bujjuko working in Namanve, Jinja or
Mbalala reach are will require a combined Transport, Human settlement
and Industrial localisation planning effort.

all placement of critical infrastructure appears to be ad-hoc.
