Spot on - I have not understood - well it might be a problem of inexperience.

London has a radius of over 25 km a combination of buses and
underground trains offer a wonderful link to all areas in less than
one hour.

In Copenhagen if everyone decide to drive it will be hell. But one can
be to either side of country, the Germany or Swedish boarder in a
matter minutes.

Uganda will need serious zoning of the city, industrial and residential areas.

I am not confident that if Entebbe airport for example passes in and
out bound 2.5 million passengers Entebbe express way will sustain the
capacity without high capacity vessels; buses and a tram system.

How people who stay in Kyengera, Bujjuko working in Namanve, Jinja or
Mbalala reach are will require a combined Transport, Human settlement
and Industrial localisation planning effort.

all placement of critical infrastructure appears to be ad-hoc.
