{UAH} Release all "idle and disorderly" suspects - Museveni

Folks;

Though we claim to be Independent, are still under colonial rules. 

The law that criminalizes "idleness" was meant to prevent natives from congregating in public space. The colonial government feared that any large number of Africans - fat least five people - in an open space posed eminent threat to a white person who may be passing by.

The disorderly portion of the law covered such innocuous behavior as a lunatic's rant in the market!

So, even if all people who are in prison for "being idle and disorderly" were to be released under the presidential fiat, the law that put them there still remains in the books. The answer, then is to remove that section of Criminal Code, rather than extend mercy by whim.
