{UAH} Release all "idle and disorderly" suspects – Museveni
There might be issues with that law having been brought to Uganda by
the British – however let us examine it from our own circumstances.
The Uganda government should instead change the law from incarceration
of these idlers to community punishment. The government should not
appear to be violating its own laws.
Among those are people (idlers) there are premeditated or prospective
street criminals some for hire!
I have posted in this forum, pictures of young men, when it is raining
at flooded junctions ganging around the street to steal from bodaboda
and women who they corner in flood or dark street corners.
Of recent, the police and swept the city clean of these young men who
had become a menace, steal from moving vehicles, others vending or
selling food in open streets/on drainage/sewer lines (Public Health
act) to cover their acts.
At busy traffic hours & evening/morning hours young men flood the city to steal!
I'm normally in the city centre by 05.00 a.m. so there is good data on
the behaviours of these young people.
The law in itself is preventive and also mitigates inducting young
people into crime.
Some pretend to be street vendors/bafeere but working in groups. You
find them around banks (ATMs), on Namirembe, Ben Kiwanuka, William,
Entebbe, Bombo, Ggaba, Jinja, Kampala Roads, Market, Dustur Street,
Mutaasa Kafeero Plaza, Luwuum Street operating day and night.
In villages, they pretend to be LC1 scrap dealers and vendors scanning
villages for homes with residents are at work. After that they move in
and steal during day time. LC1 chairmen and their defense secretaries
have good data on this. That is how Kiseeka Market survives!
Bukedde FM had done an investigative journal on boys (rough sleepers)
along the City Square. Some have homes and land as far as Busoga!
These are the same boys who are picked at night from this very place
taken to Mubende, Bugerere armed to evict bibanja holders.
What are these boys doing during day time?
Well your guess is good as mine. The boys say, " we carry luggage at Arua Park!"
