Foreign And Bilateral AID To Uganda Continues To Dry UP And This Because Of Two Reasons:

1. Rwandan Outlaw Yoseri Kayibanda Rubatasirwa AKA Kaguta Museveni Is Today Viewed As An Irredeemably Corrupt And Graft-Ridden Thug Who Diverts Most Aid To Fund His Own Mafia Activities.

2. There Is No Accountability At All Stages In Uganda's Public Life, And Giving Money To Any Public Agency In Uganda Is Just The Same As Pouring Water Down A Sink Hole.
