Registered Uganda Diasporas Associations can have a chat with Dmitry Pozhidaev
UN Capital Development Fund (UNCDF) Regional Technical Advisor (Local
Development Finance) for Southern & East Africa, Head of Office,
Uganda and see how to move forward.

I would suggest Ugandan Diasporas Associations ask for urban
infrastructure projects they feel can get sizeable funding (from
US$50+ million) and use that to get free interest loans to invest at a
negotiated good RoI.
