{UAH} Eng Dr Badiru Kiggundu, former EC boss, should be ready to help here!






Many have read the article posted on our Forum by Prof Bobby Alcantara in which former Electoral Commissioner, Eng Dr Badiru Kiggundu, offers an apology to Ugandans for anything that went wrong in the last electoral exercise ( 2016 ). Eng Kiggundu, who would have asked for this kind of excuse on bended knee, goes on to inform how he advised President Museveni not to contest again come 2021 polls because Kiggundu carefully observed how the results inflow in the database wasn't in favour to NRM party. This is indeed a very important statement from such a very highly placed official. It means he knew very well what was generally happening to NRM and to Museveni in particular. And he's right because his observation collodes with that of all international observers who very carefully followed the election which they qualified as a generally unfair exercice! 
Now there is a windy rumour circulating in some quarters and relating to a position a leading country or important actor on Uganda would like to hold with regards to the present Ugandan electoral laws which are widely judged biased and unfair. That country or institution is on the point of proposing a severe non recognition of our current electoral laws, in other words will not recognize the forthcoming electoral exercice itself altogether if held under such laws which have no answer to rigging, the use of the security forces, the involvement of RDCs, etc.. In other words it may seem likely for some powers to push for a boycott of the whole exercice as now all efforts by both govt and opposition to agree on a sensible electoral law reform have been secretly undermined, and this to the detriment of several international institutions that have been pouring in money to help Ugandans achieve this noble goal! Really, from a point of view of sincere observation 2021 will not permit the world to see a Uganda going to polls under the existing very bad electoral laws which don't try to embrace justice, fairness, transparency, ETC.. The day Kiggundu will be asked to write a memo about his experience and observations about all this election fuss let's all hope he won't let everyone down, including the international observers who really objected to whatever the EC declared as genuine poll results in the 2016 polls. Kiggundu's possible report and the recommendations once made by the judiciary following the hearing of the Mbabazi petition in 2016 will be seen as a major landmark  in the effort to achieve a good electoral law reform that will be acceptable to all.
Let's hope for the best and let's anticipate fairness to dominate 2021 otherwise failure to see things through correctly will be an announcer of another stiff political programme which a number of people will definitely regret when it takes big shape!!
