{UAH} how can we explain this phenomenon?

I am still surprised that among us in Uganda there are very few people
who actually create or start and manage big enterprises.

What can be the reasons, how can we explain this phenomenon?

Parliament has currently about 470 members who basically live on
taxpayers money they can build multi-million dwellings but not
enterprises!
