That is very good information that those infrastructure existed hence
need for that old Town and Country Planning law.

Our focus this time should be that Acoli diasporas get more involved
and gain ownership (shareholding, joint ventures, development
partnership, funding) working with the central government.

However and I have to say we have to understand what we need to do
with a completely different perspective, Gulu as a key Uganda city
with; Atiak, Kitgum, Kamdini and Adjuman as secondary cities with
linkages to South Sudan and Ethiopia.

It is important that rural population is reduced to 30% and increase
urban population to 70% in an effort to spread service provisions
(electricity, housing, water, communication) and have induced demand
scarcity for commercial farmers, traders and appended industry.

It is also important that we look at the region as a major URBAN
TRADING HUB (not simply as an agriculture production centre = UPC
development strategy) with an up coming high speed railway hub
connection to Juba Northwards and Northern Kenya , with a Transport
and Logistics centre .

Instead of cotton, I am also looking at first moving crops: flowers,
lettuce, spinach, silverbeet, cabbage, cauliflower, Brussels sprouts,
broccoli,pumpkin, cucumber, zucchini, Irish potato, celery and
asparagus, onion, garlic, shallot, carrots, alfalfa, clover, beans,
peas, chickpeas, lentils, lupins, mesquite, carob, soybeans, peanuts,
and tamarind to fully utilise the Airport facilities and logistic
centre.

If FODDER production (food for animals; that which is fed to cattle,
horses, and sheep, such as hay, cornstalks, vegetables,) becomes a
norm we do not need 164 Square miles ( 424.758 km2 ) for commercial
cattle farming that as in Sweden can be done on smaller pieces of
land. ( link up with Uppsala universitet Jordbruk, lantbruk, fiske
and Gulu university)

I met that Australia architect who worked with a Christian group that
had offered to have a master plan for Gulu city and also fund some
projects. I will check up his name but he must be known to Mao. In
addition there was a united Nations supported program to replan Gulu

What we urgently need to do is zone the entire Acoli region into

1. Farming and food production zone
2. Human Settlements (commercial, residential and industrial land= Real Estate)
3. Conservation and Ecological (flora and fauna)
4. Infrastructure (airports, roads, power lines, water, sewer etc.)

Gulu should also get back a golf course, zoological and botanical
gardens for research, recreational, tourism and conservation
