An Overview of NAADS



The National Agricultural Advisory Services (NAADS) is a
semi-autonomous Government Agency in the Ministry of Agriculture,
Animal Industry and Fisheries (MAAIF) established by an Act of
Parliament (NAADS Act 2001) to specifically facilitate efficient and
effective delivery of agricultural advisory extension services for
enhanced production and productivity.

Original Mandate

Provision of Agricultural advisory extension services for
increased farmer access to information, knowledge and technology
through effective, efficient, sustainable and decentralised extension
with increasing private sector involvement in line with government
policy.



Evolving Role of NAADS





The role and responsibility of NAADS has been evolving since
its establishment on the basis of lessons learnt from the
implementation of the programme.

Lessons Learnt

The growing need to support farmers with improved agricultural
inputs (seeds, seedlings and stocking materials)
The need for support interventions that aim at developing
agribusiness enterprises, create market linkages as well as promoting
value addition to agricultural produce.





Revised Vision, Mission and Mandate



Mandate: To provide support for the management of agricultural
input distribution chains, strategic commodity interventions and
agricultural value chain development
Vision: A commercialized agriculture sector for sustainable
household food security and incomes
Mission: To contribute to the transformation of the
agriculture sector through the provision of agricultural inputs,
agribusiness and value chain development for improved household food
security and incomes.



NAADS and OPERATION WEALTH CREATION (OWC)



In 2013, H.E the President launched an initiative to support
civilian veterans that was code named 'Luwero-Rwenzori Anti-poverty
campaign"
NAADS and UCDA actively participated in the provision of seed,
planting and stocking materials for the target farmers



On the basis of the achievements registered in the campaign,
the President in 2014 directed the roll out of the programme in the
entire country to facilitate growth of wealth at household level
through agriculture

The new title of the initiative became Operation Wealth
Creation (OWC) with NAADS playing a central role through its new
mandate of providing support for the Management of agricultural input
distribution chain, promotion of strategic commodity interventions,
and agricultural value chain development.
OWC is a national programme that brings together many
stakeholders in Government in the fight against poverty.
NAADS interventions are part and parcel of the broader wealth
creation programme
The UPDF is a collaborating institution to ensure efficiency
and equity in the distribution and delivery of agricultural inputs to
the beneficiary communities and households.







NAADS Key Output Areas



Since the commencement of FY 2014/15 to date, the major component of
the NAADS/OWC programme for the Agricultural Sector has focused on the
following major output areas;

Management of agricultural input distribution chains
Strategic interventions for priority commodities under the
commodity approach, including multiplication of planting and stocking
materials
Agribusiness and Value chain development focusing on the upper
end of the chain

Support to Atiak Sugarcane out-growers Project (Amuru and
Lamwo districts)

Implemented under an MoU between the out-growers cooperatives, Horyal
Investment Holding Company, District LGs of Amuru and Lamwo for
increased sugarcane production.



Interventions: Opening up land, provision of seed cane, planting of
sugarcane, provision of fertilizers & opening up farm roads

3. Provision of Agro machinery to support farm mechanization
Tractors and matching implements
So far 320 have been procured. Training of tractor
operators and distribution is ongoing

Government through NAADS has earmarked funds to support
establishment of fruit processing facilities, i.e;
Yumbe Mango Processing Plant;
Kayunga Pineapple processing plant;
Nwoya Multi-Fruit Processing Plant;
Kapeeka Multi Fruit Processing Plant, and



In plan
Busoga & Greater Masaka Sub-regions.
Feasibility Studies to be conducted under this FY2019/20
The establishment of the two plants is planned for next FY2020/21



Yumbe Mango Processing Plant



Is among the seven (7) specified "Centenary Legacy Projects"
for the West Nile Sub-Region
NAADS mobilized and engaged the key stakeholders including
UDC, the farmers, FONUS as the private partner and Farmers Cooperative
- Memorandum of Understanding (MOU)
Procured the Contractor for the Construction works for the
factory building and related structures – Works started on 7th Aug
2019.
Procured the 5 Metric Ton per Hour Mango Processing Equipment
for the facility.
The expected completion and commissioning timeline - end of
March 2020. Upon this the factory is expected to start operations.



Kayunga Pineapple Processing Plant



Partners: Entebbe Miracle Centre and Ssemu Agro-Tech Consultants Ltd
The beneficiary started on the construction of the factory
structure – currently at 80%
Equipment of twelve (12) Metric ton per day procured and
delivered into the country – Installation ongoing

Nwoya Multi-Fruit Processing Plant



Upon signing of the MOU MAAIF, NAADS, UDC and Alvan Blanch -
Delight (U) Ltd was identified as the private partner
The identification of Delight (U) Ltd based on their
experience in fruit juice processing under the Cheers brand and their
on-going work in the Nwoya District - over 1,200 acres of fruit
orchards (mango, citrus and guava) and
Out grower network of about 2,500 acres of fruit orchards established.
NAADS allocated funds this FY19/20 to support the
establishment of multi-fruit processing plant
The planned processing capacity Mango (8MT/Hr), Citrus
(2MT/Hr) and Guava (3MT/Hr)



Nwoya Fruit Factory

Kapeka Multi-Fruit Processing Plant



To be established at the Kapeeka Rural Industrial Park in
partnership with the Consortium for enhancing University
Responsiveness Development (CURAD).
CURAD has established a rural agribusiness incubation hub for
fruit and horticulture at the Kapeeka Rural Industrial Park.
Submitted proposal for establishment of 2 Metric ton per hour
multi fruit process facility
The plant structure is already in place
NAADS has initiated the procurement for equipment of the
proposed multi fruit processing plant under to be supplied and
installed this FY19/20



Community Grain stores established in Kiryandongo to reduce
post-harvest losses for grain produce.

5. Agribusiness Development Services for supporting value
chain and enterprise development
Strengthening formation of farmer communities

NAADS contribution to AGRILED



AGRILED is a Presidential Initiative on Agro Industrialization
for local economic development in the Rwenzori Region.
The overall strategic direction of AGRILED is to transform
local government system to facilitate effective business oriented
local development with a focus on poverty reduction and sustainable
wealth creation.
Under AGRILED, NAADS is coordination the establishment of two
industrial parks in Kasese and Kabarole DLGs.

Steady growth in the Agriculture sector currently at 3.8% per
annum with only funding of 3%m per annum
Increased production in both crop and livestock which has
stimulated new factories
Increased household incomes

Change in the mindset of people towards agriculture
People are awakened to realize that agriculture is a
sustainable source of livelihood
Cultivated interest to farmers to change from subsistence to
commercial farming
Interested the youth to engage in agriculture
Increase in exports of key agriculture commodities like tea,
grain, dairy etc

During the last four Financial Years (FYs 2014/15, FY 2015/16, 2016/17
and FY 2017/18)

Maize: A total of 27,132,541 kgs of maize seed have been
provided resulting in an increase of maize production from 1.17
million MT in 2001 to above 4 million MT in 2018 according to
statistics from UBOS
Beans: A total of 8,773,049 kgs of bean seed have been
provided resulting in an increase of export of beans by over 200% from
25.12 million USD in 2014 to 84.21 million USD in 2017 (UEPB, 2018).
Cassava: A total of 577,219 bags of cassava cuttings have been
procured and distributed with substantial quantities of cassava flour
are exported to neighboring countries, to the Democratic Republic of
Congo (DRC), and occasionally Kenya, Tanzania, and Rwanda

Tea: 396,183,050 tea seedlings have been procured and
distributed in 21 tea growing districts which has stimulated
establishment of more tea factories from 27 to 33 factories including
2 new ones established in Kabale and Kisoro with the support from
Uganda Government.
Tea exports have significantly increased. For example,
according to the Mombasa weekly market report for the month of
December, 2018 Uganda registered 71,000 metric tons, the highest ever
in the history of tea growing of the country.
Citrus: 39,626,513 citrus seedlings are projected to result
into an estimated acreage of 181,622 acres (basing on survival rate of
55%).







Challenges



Lack of coordination among players in the agriculture value chain
Inadequate extension services at the LG level
Unpredictable weather – change in weather patterns
Weak value chains – markets are not well linked
Low funding– Agriculture sector continues to be under funded
Pests & diseases – fake chemicals & pestcides





NAADS Future Prospects



NAADS is refocusing its mandate to concentrate on Agro-industrialization
AGRI-LED – Construction of industrial parks
Establishment of Farmer Service Centers to bring services
closer to the farmers – benchmarking on one in Namunkekera with a plan
to roll out
Construction of processing facilities in partnership with
other stakeholders e.g UDC
Implementing the commodity cluster model
