Uganda Prisons Now have More Convicts than Suspects- Outgoing DPP Chibita
Outgoing Director of Public Prosecutions (DPP) Justice Mike Chibita says the Directorate has made tremendous achievements in the last 10 years of his reign.
Chibita, who has been appointed Justice of the Supreme Court reveals that the many achievements the office of the DPP has accomplished include convicting more suspects than it has been the case before.
"We have accomplished many things together with the judiciary we set up plea bargaining which has helped reduce backlog lately. For the first time in 10 years we have more convicts than those on remand in Uganda's prisons," Chibita said.
He was on Monday appearing before the Appointments committee headed by Speaker Rebecca Kadaga for vetting. Chibita was appearing along with other new Justices of the Supreme Court.
He said the Directorate has achieved a lot more including setting up regional offices at every High Court Sachet which has helped in bringing services nearer to the people and "ensure closer supervision of our staff."
"Establishment has been expanded at the top to ensure that we have more Assistant Directors of Public Prosecutions and more deputy directors. We used to have only 2 deputy directors, we are going to have 4 and that helps to ensure that there is upward mobility. We have also set up different departments to ensure that we offer specialization like anti-corruption department, international crime, sexual and gender based violence and now we are setting up an asset recovery to ensure that proceeds of crime are collected," he said.
Despite the achievements, Chibita says there is still a challenge of staffing and underfunding.
"We are operating at 41% so the office is grossly understaffed and there is a lot of underfunding. We also need an enabling law that has not been tabled yet in parliament. We shall have to aggressively work on tabling office of DPP law, to operationalize the operations of the DPP," he said.
The other Supreme Court Judges that were successfully vetted are; Ezekiel Muhanguzi and Percy Night Tuhaise. Dr Flavian Zeija, the new Principal Judge of the High Court of Uganda also appeared before the committee for vetting. The new appointees are expected to be sworn in on Tuesday.
