{UAH} No money to operationalise new cities : Election pandering or " the vision" of steady progress?
It appears Government does not have the funds to finance the operationalisation of municipalities that were to be upgraded to cities in the 2020/2021 financial year. Last year Parliament approved the upgrading of Masaka, Arua, Gulu, Jinja, Fort Portal, and Mbarara municipalities to cities but apparently no money has been allocated for their operationalization in the next financial year's budget. Each city needs about 60 billion Shs onset in the first years alone.
-- This also means creation of new constituents. Talk about steady progress!! However, the state minister for finance David Bahati when asked said that parliament will have to first approve the new cities before government allocates resources for them.
How ever funds for security services are always availed without a second thought.
